Africa Label Group (ALG), international development consulting firm, is in the process of proposing its service to GIZ in order to undertake a long term mission to support justice sector in Zambia.
Objective of the Assignment
Tasks to be performed by the contractor
The present assignment contributes to the overall objective of the module by performing two
main tasks:
1. Provision of long-term international and national technical expertise to implement
the activities in the field of legal aid. The contractor is responsible to fully
achieve the respective module indicator 4 as well as the relevant outputs and related output
indicators.
2. Provision of a short-term international and local expert pool which contributes to the
implementation of the project’s activities across all outputs. The short-term experts support
the project team directly as well as the project’s cooperating partners; among them state
actors and CSOs. The tasks to be performed by the short-term experts include technical,
process and organizational development advice, human capacity development measures
such as trainings as well as research, monitoring, reporting and communication tasks and
products. The contractor will be in charge to identify, deploy and ensure the quality of the
short-term assignments.
1) Overall responsibility for the advisory packages and achievement of designated indicators describedÂ
Providing technical and organizational advice to the EnACT project and its partners on the improvement of access and quality of paralegal aid services in Zambia with a specific focus on the project’s target provinces.
- Supporting and coordinating activities with the technical staff of the EnACT project especially regarding advice on policy reforms and implementation in the legal aid sectorÂ
- Ensuring the coherence and complementarity of the contractor’s services with other services delivered by the project at local and national level including the provision of annual operational plans/participation in respective planning meetingsÂ
- Design, implementation, monitoring and evaluation of capacity development measures for partners on national and community level according to the work packages described and in line with the capacity development approach of the overall projectÂ
- Ensuring that interventions take into account cross-cutting issues such as demands of vulnerable groups (women, youth PWD), gender, sustainability, digitalization, accountability and transparencyÂ
- Technical contributions to the development of strategic project documents f.ex. Capacity WORKS toolsÂ
- Technical contributions to the development of strategic project documents f.ex. Capacity WORKS toolsÂ
- Remaining in close contact and establishing regular feedback opportunities with key partners such as LAB, paralegal CSOs, paralegals and other relevant stakeholders such as religious and traditional authorities on community levelÂ
- Technical guidance to the national experts located in the provincesÂ
- Close collaboration with the technical staff of EnACT as well as further experts contracted by the projectÂ
- Taking cross-cutting themes into consideration (for example, gender equality, consideration of vulnerable groups especially women, youth, people with disabilities, human rights, sustainability, digitalization)Â
- Actively managing thematical interfaces with the working areas of EnACT and jointly establishing effective and efficient communication and coordination processesÂ
- Supporting the officer responsible for the commission in updating and/or adapting the project strategy, in evaluations and in preparing a follow-on phaseÂ
2) Communication, monitoring, reporting and knowledge managementÂ
- Regular reporting in accordance with deadlines and formats agreed upon with the projectÂ
- Providing regular updates to the GIZ team leader and designated technical experts and participation in the respective team meetingsÂ
- Ensuring that data collection and monitoring procedures are carried out and data protection requirements are adhered toÂ
- Regular review of activities and identification of necessary adjustments which are decided together with the project teamÂ
- Overall knowledge management of the assignment including fostering of knowledge exchange formats between partners, documentation of best practices, contributions to and participation in GIZ’s knowledge exchange formatsÂ
- Providing technical inputs to communication products of the EnACT project for contributions to communication products of the GIZ projectÂ
3) Project management responsibilitiesÂ
- Management of local expert team including regular visits to target provincesÂ
- Identifying the need for short-term assignments and in close collaboration with the GIZ project staff steering of the short-term interventionsÂ
- Oversight of financial support to Community Desks in line with GIZ rulesÂ
- Responsibility for checking the use of funds and financial planning in consultation with the officer responsible for the commission at GIZÂ
Qualifications of the team leaderÂ
- Education/training: Advanced University degree (Master or equivalent) in law, social sciences or related areasÂ
- Languages): Knowledge of English, C1 (oral and written fluency) in the Common European Framework of Reference for LanguagesÂ
- General professional experience: 12 years of professional experience in the justice sector with a focus on legal aidÂ
- Specific professional experience: 8 years of professional experience in capacity development for state and/or non-state actors including paralegals in the field of legal aid and access to justiceÂ
- Leadership/management experience): 5 years of management/leadership experience in a governance project as project team leader including proven experience in managing multinational and remote teamsÂ
- Regional experience): 5 years of work experience in Sub-Saharan AfricaÂ
- Development cooperation (DC) experience): 5 years of experience working onÂ
- Other: 5 years of experience in financial managementÂ
